Comparative Analysis of Autonomous Driving Technology Levels : Advanced Countries vs. South Korea

Abstract

This study evaluated the outcomes of the Autonomous Driving Technology Development Innovation Project and explored future directions for Korea by conducting an international comparative analysis of technological levels. The analysis covered five countries (the United States, Europe, Japan, China, and Korea) using bibliometric and patent-based indicators together with expert surveys to assess the competitiveness and technological gaps. For quantitative analysis, 149 detailed keywords were derived from 30 core technologies, and the publication activity, citation impact, patent filings, and registrations over the past ten years were examined to compare the national research performance. For the qualitative analysis, a Delphi survey of autonomous driving experts was conducted to reflect the importance, maturity, and development capacity of each technology area. The results suggest that the United States had the highest level of technological competitiveness, while Korea ranked fourth overall, corresponding to approximately 89.2% of the U.S. level. The patent and publication competitiveness in Korea remains behind that of advanced economies, highlighting significant disparities. These findings suggest that Korea must strengthen the systematic evaluation frameworks and prioritize continuous R&D in key technological domains to enhance global competitiveness in the autonomous driving sector.
